Triennial Review

Public transit systems that receive federal grants must comply with federal regulations in twenty-four areas to establish and maintain their grants.  The Triennial Review provides the FTA with an opportunity to verify reported data, test grantee records, inspect facilities and construction sites, and to obtain additional information not available through reports and correspondence.  

The Triennial Review, every three years, services as a management tool, examining grantee performance and adherence to current FTA requirements and policies.  It examines how Federal recipients of Urbanized Area Formula Program funds meet statutory and administrative requirements, especially those that are included in the Annual Certifications and Assurances. Currently, the FTA Triennial Review examines 24 Federal Complaint Areas for program recipients, and may be viewed through the download link below.

Transit Capital assist clients with preparation of review responses and document material for each of the reviewed areas.  We offer guidance and reference materials for the mandated work areas.  Transit Capital provides a pre-review session to highlight problem areas (contract and non-contract) and provides immediate corrective adjustments prior to the actual Triennial review.  Any suggested pre-review adjustments will be based on documented Federal Regulation (CFR) and our knowledge of the industry’s best practices as endorsed by the FTA.

Triennial Review work tasks shall include*:

▲ Research responses for FTA review areas (Drug-free Workplace and Drug and Alcohol review areas shall be addressed by contracted bus operator, or governmental agency if directly operated).
▲ Draft all necessary policies, programs, and other required documents as needed, within the consultant area of expertise.
▲ Identify and propose work adjustment to demonstrate the client’s compliance with federal requirements prior to actual, on-site review.
▲ Recommend appropriate resolution to pre-review findings.
▲ Attend Triennial Review meeting in support of all materials prepared by the Consultant.

* Work tasks are not limited to list shown. Actual work shall include all necessary tasks for report and review completion unless specified in service contract.
